Small and rural school districts, water and fire districts, library systems, transit and housing authorities — entities that receive government funding and are covered by ADA Title II and Section 504, but are too small for a Siteimprove or Level Access contract.
K-12 districts already face active enforcement from the Department of Education's Office for Civil Rights, independent of any future deadline. Public entities with a population of 50,000 or more have until April 26, 2027; smaller entities and all special district governments have until April 26, 2028 under DOJ's Title II rule — but litigation isn't waiting for either date.
